On 13 July 2026, the European Commission adopted two acts that amend the EU Deforestation Regulation. The delegated act reduces the list of products covered, while the implementing act sets out the functioning of the Information System for submitting due diligence statements.
Changes to the list of products in the EUDR scope
The Delegated Act updates Annex I of the EUDR, which lists the commodities and derived products falling within the Regulation’s scope. Following stakeholder and public consultations, several products have been removed from the EUDR scope:
- Cattle hides
- Skins and leather
- Re-treaded tyres
- Soybeans for sowing
- Articles of vulcanised rubber
- Conveyor and transmission belts
- Aircraft and motor vehicle seats
At the same time, it adds soluble coffee, certain palm oil derivatives and frozen cattle tongues. To allow businesses sufficient time to prepare, the new products will become subject to the Regulation from 30 December 2027.
Information System: due diligence statements database
The Commission adopted an Implementing Act establishing the technical rules for the EUDR Information System. This digital platform will serve as the primary mechanism for submitting due diligence statements and simplified declarations required under the Regulation.
The Information System reopened at the end of June 2026 following upgrades, and the Commission has announced additional training sessions and updated guidance materials to support businesses in the coming months.
Next steps
The Delegated Act will now be sent to the European Parliament and the Council of the EU before being published in the Official Journal of the EU and entering into force.
The EU Deforestation Regulation applies from 30 December 2026 for large and medium-sized operators as well as for micro and small operators already covered by the EU Timber Regulation. For other micro and small operators, the EU Deforestation Regulation applies from 30 June 2027.
