On 17 September, the European Commission published Delegated Regulation (EU) 2026/2102 as regards the list of relevant commodities and relevant products covered by the EU Deforestation Regulation (EUDR). The EUDR aims to reduce the EU’s contribution to global deforestation and forest degradation by ensuring that certain commodities and products placed on, made available on, or exported from the EU market are not linked to deforestation.
Products removed and added from scope
Several products have been removed from Annex I and will therefore no longer be subject to EUDR requirements. These include:
- Cattle hides, skins and leather;
- Re-treaded tyres;
- Soybeans intended for sowing;
- Certain articles of vulcanised rubber;
- Conveyor and transmission belts;
- Seats for aircraft and motor vehicles.
At the same time, the Delegated Act expands the Regulation‘s coverage by adding several products that were not previously included:
- Soluble coffee;
- Certain palm oil derivatives;
- Frozen cattle tongues.
EUDR application date
The EUDR applies on 30 December 2026 for large and medium-sized operators and traders. For micro and small enterprises, it applies on 30 June 2027. This follows the additional one-year postponement introduced by Regulation (EU) 2025/2650, published in December 2025. The original application date had already been delayed once before.
